Amends existing law relating to the Uniform Securities Act
to revise exempt transactions; and to delete obsolete language.

 Adds to existing law relating to labor to provide for
agreements and covenants to protect employers' legitimate business
interests.

Amends existing law relating to fiscal affairs of school
districts to revise the date on which audit reports are due; to provide for
a penalty for noncompliance; to provide for appeal to the State Board of
Education; to require school districts to respond to the State Department
of Education's inquiries regarding an audit report within a time certain;
to provide a penalty for failure to respond within the time limit
specified; and to provide for appeal to the State Board of Education.

Amends and repeals existing law to revise
election of officers for the Board of Registration for Professional
Geologists; to provide that fees shall be paid to the Bureau of
Occupational Licenses Fund; to revise language relating to qualifications
for applicants; to provide that examination and reexamination fees be set
by the board; to revise provisions relating to signatures on certificates
of registration; to revise provisions relating to the preparation of
geologic papers and documents by a subordinate employee; to delete
notification of registrants of certificate expiration dates and renewal
fees; and to revise expiration, renewal and reinstatement of certificates
of registration.

 Amends existing law to revise provisions relating to the
registration of certain fertilizer products; to provide for the
registration of facilities by fertilizer distributors; to revise required
label information; to revise requirements relating to records and
information regarding customer-formula fertilizers; to revise provisions
relating to inspection fees; to provide for tonnage reports by tonnage-only
distributors; and to provide that the Idaho Department of Agriculture may,
upon proper identification, enter premises of distributors, including
vehicles of transport, in order to have access to fertilizers for sampling
and examination and for copying of certain records.

Amends existing law relating to
heating, ventilation and air conditioning systems to provide for revised
code editions; to permit the Idaho Heating, Ventilation and Air
Conditioning Board to adopt revisions and later editions of the code; to
revise an exception to certificate of competency requirements; and to
define a term.

Amends existing law relating
to criminal history checks for school district employees or applicants for
certificates; to require additional individuals as specified to undergo a
criminal history check; to clarify provisions of a criminal history check;
to provide a copy of background checks to applicants upon request of the
applicant; to delete procedural provisions upon completion of a criminal
history check; to require the State Department of Education to maintain a
statewide list of substitute teachers; to revise duties of the boards of
trustees of school districts regarding criminal history checks on certain
certificated and non certificated employees of the district and other
individuals; and to revise the duties of the boards of trustees to maintain
a safe environment for students.

Amends existing law relating to trust deeds to revise the
definition of "real property."
